House panel advances slate of kids online safety bills along party lines

A key House committee has approved a sweeping set of bills aimed at protecting children online, moving the contentious legislative package forward on a strictly party-line vote. The centerpiece of the proposal is the revived Kids Online Safety Act (KOSA), which would impose a legal "duty of care" on digital platforms to prevent harm to minors and provide them with stronger privacy and safety settings.

The vote followed intense debate, with Republican members championing the measures as critical safeguards in an increasingly dangerous digital landscape. They argue the legislation is necessary to shield young users from addictive design features, harmful content, and predatory behavior.

Democratic committee members uniformly opposed the package, joining a chorus of criticism from civil society groups and some tech industry voices. Opponents contend that the bills, particularly KOSA, threaten free speech online, risk compromising user privacy through age-verification mandates, and could disproportionately limit access to important resources for LGBTQ+ youth. They also expressed concern that the duty of care mandate is overly broad and could lead to excessive content moderation.

The advancement marks a significant, though deeply polarized, step for the long-debated online safety agenda. The package’s fate in the full House and Senate remains uncertain, setting the stage for further political confrontation over the future of digital governance and the balance between safety and fundamental rights online.
