The US Treasury Department proposed rules Thursday that would restrict American investments in sensitive technology sectors in Iran and four other countries Washington considers national security concerns. The proposal targets areas including semiconductors, artificial intelligence, and quantum computing, aiming to prevent American capital and expertise from supporting foreign military and intelligence capabilities.
Under the draft rules, US investors would be required to notify the Treasury about certain transactions and would be barred from others altogether. The restrictions would apply to investments involving entities tied to the governments of the named countries or those operating in designated sensitive fields. Officials said the measure is designed to close gaps that have allowed American money to flow into technologies with potential military applications.
The proposal follows a broader push by Washington to tighten controls on outbound investment, reflecting growing concern that private capital can undermine export controls and other national security tools. Treasury said it will accept public comments on the draft before finalizing the rules, and the restrictions would take effect after a review period. Industry groups are expected to weigh in on compliance burdens and the scope of covered transactions.
The department framed the move as a targeted step rather than a broad investment ban, emphasizing that ordinary business activity would remain permitted. Officials added that the rules include exceptions for certain transactions and would be updated as needed to address evolving risks.
