Philadelphia Proposal Would Tax Robots to Offset Lost Worker Revenue

Philadelphia Proposal Would Tax Robots to Offset Lost Worker Revenue

A Philadelphia lawmaker wants the city to tax robots as a way to recover revenue that could disappear when taxpaying workers are replaced by machines.

Councilmember Jim Harrity said the tax would help offset lost wage tax revenue and fund a program providing free SEPTA passes to low-income residents. The proposal targets companies that use automated systems to perform work previously done by people, with the goal of capturing some of the money the city would otherwise collect through wage taxes.

Harrity argues that automation is advancing quickly and that Philadelphia needs a plan before the shift erodes its tax base. The wage tax is one of the city's largest sources of revenue, so a decline in human employment could create a significant budget gap over time.

The idea has drawn attention from labor advocates who worry about job losses, as well as from business groups that say a new tax could discourage investment and push companies to expand elsewhere. Supporters say the measure is about fairness, ensuring that automated operations contribute to public services the way working residents do.

The proposal is still in its early stages, and it is unclear whether it will gain enough support to move forward. Similar ideas have been discussed in other cities, though few have been enacted.
