Governments Struggle to Control License Plate Readers After Rapid Rollout

Cities and states across the country are confronting the consequences of a surveillance tool they adopted with little hesitation. License plate readers, once pitched as a simple way to recover stolen cars, have expanded into vast networks that track millions of drivers daily. Now, lawmakers and local officials are trying to rein in the technology they helped spread.

Several statehouses have moved to restrict how long plate data can be stored and who can access it. Others have passed outright bans on the cameras in certain jurisdictions. The pushback follows years of reporting on misuse, including officers running searches for personal reasons and agencies sharing data with immigration authorities despite local policies.

The problem is that oversight has not kept pace with the hardware. Many departments still rely on audit workarounds, meaning they check their own logs rather than submit to independent review. Critics argue this approach lets agencies grade their own homework. Even when rules exist, enforcement is uneven, and contracts with private vendors often shield details from public view.

Supporters say the cameras remain a valuable tool for solving serious crimes. But trust has eroded. Residents in several cities have demanded public hearings, and some councils have canceled contracts after learning how broadly the data was shared. The debate now centers on a basic question: can a technology built for constant tracking be limited to narrow, accountable use? So far, the answer remains unclear.
